Il Ministero dei Lavori Pubblici, finanziatore del progetto, ha incaricato UPA come consulente per la progettazione e la supervisione dei lavori. Il progetto \u00e8 stato sviluppato in joint venture tra General Planning &amp; Urbanism Planning Architecture. MCK ha fornito servizi di consulenza per la pianificazione medica e le attrezzature.
